a841691f76 Update MANIFEST for Perl distributions 
This is adding a MANIFEST.SKIP to avoid adding cruft
to MANIFEST files and updating all MANIFEST.

This is fixing an issue in lemonldap-ng-manager which
is using some unpublished file like:
